This event will mark the launch of the Final Report of the Independent Commission on UK Public Health Emergency Powers.

The Commission is chaired by the Rt. Hon. Sir Jack Beatson FBA and supported by the Bingham Centre for the Rule of Law. It has reviewed the UK's public health legislative framework and institutional arrangements, alongside Government decision-making during the Covid-19 pandemic, to consider how far legal frameworks and parliamentary procedures in the UK protect the Rule of Law and human rights, and promote accountability, transparency and parliamentary control of executive action. It has explored these issues in the context of the need to secure timely and effective public health outcomes.
